SHOWCASE Hackathon
TITLE: Smart City tool for managing organisations networks, boosting innovation and development, Kielce
1. SHORT DESCRIPTION of the PILOT PROBLEM/CHALLENGE
The Pilot project will be developed as Virtual Community Assistant called SAM. It is a smart link between people and organizations which makes a positive impact on all participants. SAM creates a smart ecosystem base on social media and public communication platforms (eg. Facebook Messenger). The platform uses instant messaging to provide a solid information exchange and makes efficient business connections between people.
Virtual Community Assistant classifies users and matches them between each other connecting businesses, universities and NGOs.
SAM is Artificial Intelligence. It communicates with people through a natural language, it advances information collection and search from different sources. Natali knowledge is based on data provided by organisations and city entities, such as technology parks, incubators, worker unions, NGO networks, etc. Such Virtual community invites people to become engaged in project for better future.
2. STARTING INTERACTION AND ICT TOOLS USED
The Virtual Assistant uses a natural language as an interface. It is the most efficient way of communication at the moment. Participants use tools that they know like Facebook Messenger or E-mail. They have the ability to communicate with the organization in the same way like they communicate with their friends. SAM removes technological barrier between the people and organisations, helping them to participate in their local community projects. The user talks to the bot, they able to say "I wanted to report a failure…" or "I would like to consult a lawyer", etc. SAM resolves the problem immediately or asks some additional questions (Frequently Asked Questions) to give the most appropriate answer. In the end SAM connects the user with people/organizations that can help to resolve the particular issue.
SAM has been designed to act as a real person who might be a part of a team. It gets some information and processes it. SAM tries to understand the information like a human. It can interact with participants by the user interface. SAM uses instant messaging (IM) which is an efficient way to connect with your contacts in real time. IM is Less formal than email and a much faster way of communication. It is also cheaper than a phone call and easier to use.
3. IMPLEMENTATION OF THE PARTICIPATORY METHOD

Hackathon Idea Kielce is Kielce's first urban programming marathon, during which coding enthusiasts using open data from the city of Kielce will create mobile and web applications that will improve the quality of life in our city.
Applications covered one of the following topics (or combine several of them):
- Urban space (availability of places and spaces for residents, urban landscape, advertising in the city, public space);
- Energy (monitoring consumption and energy saving, renewable energy sources, solar energy);
- Safety (safety in schools, safety in public space, road safety);
- Mobility and electromobility (transport and public transport, city transport, bike and car-sharing);
- Social communication - cooperation (social consultations, notification of events in the city, group work).
We take a user-centric design and innovation process to explore, to generate new thinking, new services, products and models. The process we use has been tried and tested many times.
4. PILOT PROJECT OUTCOMES/RESULTS
- NEW SERVICE FOR CITIZENS AND COMPANIES
Thanks to join work of Kielce City citizens, companies in the Kielce Technology Park a new solution has been created. A chatbot offering series of services to citizens and companies. With the implementation of participatory process through Innovation Methods - Service Design Crowdsourcing - Online Engagement approach, a new service SAM chatbot was developed for the citizens of Kielce– with the citizens of Kielce.
- NEW BUSINESS FREIENDLY ENVIOROMENT WAS CREATED
Until now there wasn’t a satisfactory way to enables citizens to feel good about themselves, saving them time and gathering important crowdsourced data to improve cities urban experience because of the weight of the bureaucracies or limited possibilities of available solutions. Chatbot gives an easy and fast access for citizens and companies to co-creating the participatory process and upgraded their knowledge and experiences to be able to implement the participatory processes in other cases.
- NETWORKING and NERW SET OF CONTACTS
The goal of networking is to give each other mutual assistance and support. An additional benefit is the exchange of knowledge, the opportunity to get support and seek the advice of a more experienced person. This is important especially for entrepreneurs who are just starting their business in business.
